In order to get the Japanese to display properly, the system language for non-Unicode programs must be set to Japanese.

First, make sure all of the Japanese language files have been installed (see the FAQ for installing Japanese Language support for Windows XP).

To set the language for non-Unicode programs:
1 ) Open the "Control Panel".
2 ) Switch to "Classic View".
3 ) Open "Regional and Language Options".
4 ) Click on the "Advanced" tab.
5 ) Select Japanese from the list of languages under the section titled "Language for non-Unicode programs".
6 ) Click "OK".  You may then be asked whether you would like to use the files already on your hard drive, or recopy them from the Windows CD.  It should be fine to use the files already on the hard drive.
7 ) Then you will need to restart your computer.

After playing the game, you may wish to change the language option back to its original setting, as leaving it set to Japanese will make Windows feel a little different, mainly:
1 ) Other non-Unicode programs will appear in Japanese (such as the iTunes/QuickTime updater, etc), and
2 ) The backslashes in file and directory locations will be replaced with the yen symbol.

Both of these issues will be reversed by changing the Language setting back to its original setting.
